| Rikti Conscript Found In: | In 2002, we were shocked to discover multiple discs appearing everywhere. These discs, we soon discovered, were actually dimensional portals, and what came through them devastated the world. The Rikti: mysterious race from another world in another dimension with knowledge and technology that clearly surpassed our own Millions were killed in the first day. Whole cities ravaged. Paragon City itself was fragmented and divided by huge War Walls that remain even to this day. But for the first time in our history, the whole world joined forces to confront this threat. The sacrifices made were both shocking and heroic. The world was saved, but the price was high, especially for our champions. Five years later, the skies darkened again. The Rikti were back. This time, though, we were prepared. The United Nations defense force known as Vanguard had been preparing for the Rikti’s return and they made sure that they would not be allowed to put down any stakes on Earth ever again. But just because we fought off the second invasion doesn’t mean that the threat is over with. There is still a mothership on Earth. Even though it was crashed in 2002 and is surrounded by Vanguard forces, it is still active and providing support and intelligence for the Rikti forces still on the ground. Plus there is a second Rikti mothership. It is connected somehow to the downed mothership inside the Rikti War Zone. Every so often it makes its approach to try to catch us off-guard. This threat, by the way, is not just limited to Paragon City. The Rogue Isles are also a Rikti target, although the reasons why still remain unanswered. Although you cannot see this second mothership, its presence is certainly felt when it approaches Earth’s atmosphere. In places where the mothership hovers over, the skies turn a sickly brown-and-green color. The presence of the mothership is also powerful enough to de-power the War Walls in Paragon City (not a surprise since they were built using Rikti technology), which allows for smaller ships to come in. Fortunately the size of the arriving mothership is massive enough for Vanguard to give people up to five minutes warning to prepare and to head for shelter. Vanguard actually has anywhere up to twenty minutes warning time; however, the specific destination cannot be determined until about five minutes before arrival, so they will hold off on issuing specific alerts until that time. The mothership cannot come as close to Earth as they did in 2002. Vanguard defense forces make sure of that. But that mothership can still send down ships and troops while they are overhead. Your typical Rikti incursion has two stages to it. The first stage is an air assault. This is where Rikti Drop Ships will bomb the area. They will fly in a straight pattern, one after another, and drop bombs on the area. It’s best to stay out of their way, though. The Drop Ships are more powerful than any single hero. In fact it usually takes a lot of heroes to bring down a single ship. Plus they fire energy bursts if you get too close to them. And, yes, it also means they will fire on you even if you are just standing still, so be very careful where you stand in certain city quadrants. Be on the lookout for unexploded bombs or UEBs. UEBs are not duds! They are strategically dropped to cause serious morale damage when people come out to either look at the bomb or else try to diffuse it. The Paragon News Network lost a reporter and cameraman in the middle of a live broadcast when they assumed that a nearby UEB was a dud. Look for a warning light in the center of an UEB to determine its status. If it is green or yellow then you may have a chance to disable it before it explodes. But if it is red, then get as far away from it as you can, and keep others away from it as well. The second stage is the ground assault. The Drop Ships will still continue to bomb the area, only now the mothership will start teleporting in troops to take on any life forces that they detect. These ground forces will consist of Rikti troopers, Rikti monkeys, and the occasional automated Rikti Probes. The secret behind the deployment is that the longer you are in exposed areas, and the more people that are in that area, the more troops that will be teleported in. Eventually they will start deploying heavier weapons to try to overwhelm that resistance. The trick to dealing with the Rikti is three-fold. First, if you don’t want to fight, then stay out of sight! Head to a nearby store or police station or even an overpass and then wait it out. If the Rikti mothership cannot spot you from low orbit, then it will not consider you a threat and it will not send out troops to get you. Second, avoid the Drop Ships entirely. You need extremely large numbers to hurt them and it doesn’t help you when you do take them down. You don’t even get a badge for your efforts, so don’t waste your time on those ships. Once you know what their bombing patterns are, then stay away from them when possible. Even if you’re on the ground and are not attacking the Drop Ships, they will attack you if you are within range of their weapons. Third, the magic word to dealing with the Rikti is TEAMWORK! If you’re not already in a team, then get on one as soon as you can. And once you are in a team, then you need to stay together. Make sure everyone is together, even if you’re working in a League. Healers need to heal, and focus on nothing but healing. Everyone else just needs to stick around and do what they do best. The best part of working with a team is that every victory in that team is shared, so you get credit for every Rikti killed in your team, but that only applies when you are in the same vicinity as your team. There are key areas where heroes (and I’m told villains as well) assemble to deal with Rikti incursions as groups. For instance, in Atlas Park, the key area is around Ms. Liberty. In Kings Row, it’s at the bottom of the stairs to the police headquarters. On Talos Island, it’s atop the giant rock in front of the train station. Once the skies start to turn, these are the places that you need to head to in order to find teams and take on the Rikti in overwhelming numbers. There are two more helpful tips for dealing with incursions. First, in Paragon City, the War Walls are a great indication as to when the Rikti are about to retreat. When the Rikti are ready to attack, their approach de-powers the War Walls. Likewise, when they are in the process of retreating, the first thing that happens is that the War Walls power back up. When you see the energy field of the War Walls come back on, then you know that the Rikti are in retreat. Second, thanks to an arrangement made with Vanguard, you are immune from any kind of medical debt should you be killed during a Rikti incursion. This is important for higher-level operatives because medical debt can be very expensive if you are killed repeatedly and need to be recovered through the medical teleporters. So don’t hold back when you’re battling the Rikti. Give them everything you have, and both your team and the support services of Vanguard will do the same. The Rikti can appear to be an overwhelming force, but they are not invincible, and they do not have infinite resources. Every incursion that we beat back costs them far more than they will ever admit to. Their failures cost them those vital resources, which is why their incursions are for a limited period of time. But, unlike the Rikti, we have far more to lose if we fail. Remember, this is our home world, not theirs. |

RIKTI ALERT!
This is a public service message brought to you on behalf of Vanguard, the United Nations Defense organization.
From this Thursday, November 4th, 9am ET until Monday, November 8th, 3am ET, all citizens in Paragon City and the Rogue Isles need to be on the lookout for extensive Rikti incursions.
Vanguard operatives believe that this will be the peak period for Rikti forces to attack Earth.
All citizens both powered and non-powered need to be prepared for probable Rikti incursions in their area.
Vanguard will try to give each area five minutes notice before the attack is believed to begin, followed by a warning that an attack has begun in that area. All citizens not engaged in the defense of this planet are urged to seek shelter immediately when they hear these warnings.
The most telltale sign of a Rikti attack will be the change in sky color to a sickly brown-green color, which is the main mothership approaching that area. Do not attempt to engage the main mothership as Vanguard forces will keep that ship from further approaching. Paragon City residents will also see the Rikti War Walls in their area power down. This is a necessary evil as most of the Vanguard resources will be employed to keeping the main mothership from approaching Earth.
Rikti forces attack in two waves. The first wave will consist of drop ships dropping bombs onto the area. Citizens are strongly urged to NOT approach any unexploded Rikti bombs as they are set to detonate later for maximum effect. Leave the bomb disposal to registered operatives and stay as far away as possible from such unexploded devices.
Also, DO NOT ATTEMPT to approach or engage the drop ships directly. Rikti drop ships will attack any being within range of their weapons, no matter if they are provoked. Drop ships can be defeated, however it will take extremely large numbers of experienced operatives to do so, and often at the cost of further damage to the area.
The second wave consists of ground forces being teleported directly from the mothership. These consist of Rikti soldiers, automated drones, and Rikti monkeys, and they will attack anyone they see, civilian or otherwise. Additional forces will be teleported in if they encounter resistance.
All operatives engaging in the defense of our planet are strongly encouraged to seek teams to combat this threat. By working together and utilizing all resources, you will survive. However, if you should succumb to the overbearing force of the Rikti, you will be allowed to use nearby medical services without incurring experience debt for the duration of the incursion.
The Rikti are aware of the time required before Vanguard heavy weapons are able to come to bear against their mothership and they will terminate all attacks and teleport all remaining ground forces prior to that point. Vanguard will notify you when this occurs.
Advance notice has been very helpful in the minimization of casualties, and Vanguard will continue to give the citizens of Earth as much advance notice as possible.
The Rikti may have advance technology and superior numbers, but they do not have our heart or our determination. We HAVE survived their assaults and with the help of brave operatives, we WILL continue to survive their assaults.

Important News from Vanguard!
The following message was sent to the Chronicles from the Herald division of Vanguard:
Vanguard intelligence warns that the Rikti high command is preparing to unleash a new wave of attacks on Earth. Dark Watcher believes the new wave of incursions should start on Thursday, November 4th, and last until Sunday, November 7th.
Residents of Paragon City and the Rogue Isles should be on alert for the warning signs and take shelter when they hear the sirens.
There is no word as to whether or not this also applies to Praetoria, as it is not known if the Rikti are aware of that universe.

Vanguard Alert!
The Vanguard have issued the following warning:
Intelligence reports indicate that the Rikti are preparing to launch another wave of attacks against Earth.
As with previous incursions, the Rikti will probably focus their attacks on Paragon City and the Rogue Isles, however, all cities should still be on full alert.
The focused invasions should occur at any time between 11am on July 17th and 11:59pm on July 19th.
All operatives in Paragon City and the Rogues Isles should monitor their Vanguard Emergency channels for warnings when the next incursion should take place in their area.
Always keep in mind the following:
- Warnings will be issued via your system channel, giving you ample time to prepare for the attack should one approach your area.
- You will be given two warnings. The first will give you five minutes notice. The second warning will alert you that the Rikti have invaded. This alert will be followed by air raid sirens.
- Be sure to check the skies when an invasion is imminent in your area as it will turn a sickly brownish color as the Rikti mothership approaches. Paragon City residents will also notice that the War Walls will power down prior to invasion.
- If you do not wish to fight, then your best bet would be to seek shelter inside a building or under overpasses and parking garages. All civilians, including those deemed hostile, will be doing the same.
- If you choose to fight, it is always suggested to do so as part of a team. Teamwork allows you to share the benefits of every Rikti enemy defeated.
- Be sure to load up on as many endurance inspirations as possible before combat. While healers can heal your wounds in combat, they cannot restore the endurance that is spent in combat, and you will get tired fast using your powers for the fight.
- Under UN General Orders, all hospitals are required to provide immediate medical assistance free of charge for any hero or villain involved in combat with the Rikti in that area. You will still have to work off any outstanding hospital debt, but you will not incur new debt during a Rikti incursion in that area.
- Rikti bomb ships are heavily shielded and are not only next-to-impossible to bring down but can go through the protective shields of the War Walls in Paragon City. If you venture too close to one of the bomb ships, you will be attacked. This includes if you are stationary on building ledges and high overpasses.
- The Rikti use dimensional portals to drop not only bombs, but also teleport Rikti soldiers, automated drones, and scavenging Rikti monkeys.
- Not all Rikti bombs detonate on impact. Some bombs are on a delayed timer that start when they impact on the ground. This is done to cause maximum damage from gawkers.
- If you are near one such bomb, watch the color of the indicator light. If the indicator light shows red, RUN AWAY as fast as you can! DO NOT attempt to disarm a bomb unless you are powerful enough to do so, especially if the indicator light is red.
- Vanguard will sound the all-clear once the Rikti mothership has cleared the area, but you will notice it first when the sky changes color back to normal. Those in Paragon City will also see the War Walls power up to full strength again.
Your assistance during these trying times will continue to help cut down on the damages and casualties as we strive to bring an end to this threat once and for all.

Battlerock X: Journal Entry 20090126
I’m using my down time to put together some of my thoughts of my most recent missions.
I had just finished a team mission with some people on Talos Island when I was surrounded by Rikti forces. Apparently we missed out on getting the warning because we were in the sewer. I fought off the swarm of soldiers and was trying to get to the rally point when I was taken down by a passing swarm of Rikti drop ships.
I had NEVER seen so many drop ships at any one time! It was almost as though the Rikti were carrying out their November offensive.
As I left the hospital, I was greeted by a whole caravan of drop ships, one after another after another, right outside of the hospital door and thirty feet off the street. Rage got the better of me, and I had charged up and attacked the closest ship with everything I had. I knew it was a futile gesture, but it was one that I had to make anyway. This metal plate on my face is not for decoration.
I knew at best I would get in maybe two or three good punches before the drop ship weapons send me back to the hospital, and that’s pretty much what happened. But as I exited the medical teleporter, the whole hospital started shaking! I had apparently knocked the drop ship into the hospital and it could not free itself. It was difficult getting to the ground floor so I could give it another attack. The whole building was shaking violently.
Just as I exited the hospital I got a new tactical team message.
“Drop ship has been destroyed.”
I could not believe it. I had single-handedly taken down a Rikti drop ship… with the help of a building.
Obviously if this was planned I would have used some OTHER building. I had no intention of putting a hospital in harm’s way. Fortunately there was no loss of life, most of the hospital staff and patients were already moved to the basement shelter, and the damage to the building itself was negligible.
Still, given the fact that it normally takes a whole team of heroes at level 50 to bring down one of these ships, this is an incredible moral victory to know that I could do it at level 24.

Exciting Changes Ahead
Changes are afoot in Paragon City!
Recent discoveries have unearthed a hidden organization called the Midnight Squad. This clandestine group consisting of mages, scholars, and mystics believe that they hold the key to stopping the Rikti threat once and for all. But in order to do so, both heroes and villains will have to travel via Ouroboros to the days of the Roman Empire. There they will unlock new powers, new costumes, and face a new evil, including the great mastermind of time itself!
In addition, Longbow intelligence has discovered the expansion of Arachnos into two new ELITE groups of villains. The Wolf Spiders and Blood Widows have originally been closed groups, but Lord Recluse has ordered their ranks opened. The new members of these groups will have access to unique powers and exclusive costumes. Arachnos scientists have also found a way to expand on the abilities of current villain groups so they will better mimic their Paragon City counterparts. Paragon City officials have been able to reverse-engineer this process and should soon allow all heroes to do the same, giving them access to whole new power sets.
Finally, Paragon City officials are able to report that changes in the area known as The Hollows are FINALLY beginning to bear fruit! The area is undergoing a reorganization which will allow for more areas to become hospitable since the great Hollowing tragedy of 2000. The efforts of heroes like Battlerock X to help clean up the streets and shut down criminal masterminds like Frostfire have worked, and the number of gang members should be on the decline in the near future. Paragon City Police have also redoubled their manpower and have finally been joined by Longbow agents. They will no longer cower when faced up against gang members. Unfortunately the changes to the area have also meant that new groups are moving into the area. The Hellions, Skulls, and the Lost have all staked out certain districts. The Hydra, Corlax, Vahzilok, and even Devouring Earth have also been rumored to make a presence there. The Legacy Chain have also agreed to aid in the areas covered by the Circle of Thorns, pitting magic against magic.
To help coordinate the changes to the area, Paragon City will be sending Meg Mason in as a new mission contact. She will be located at the water tower where all supergroup teleport beacons are found. This will be a new secure area that will ensure that heroes teleporting into the Hollows will not be attacked by criminal gangs.
All-in-all there are some exciting changes that will soon take place in Paragon City and the Rogue Isles. If you haven't joined, then NOW IS THE TIME!

The Rikti Are Coming Back!
Although their second invasion has been thwarted last June, the Rikti have apparently not given up their efforts to conquer and destroy Earth!
The UN-sponsored Vanguard organization has reported that the Rikti are preparing a series of invasion runs to wear down our resolve and deplete our resources.
The Lady Gray of Vanguard has announced the following tentative schedule for invasion attacks:
• March 7th through the 13th
• April 18th through April 24th
• June 13th through June 19th
• August 1st through August 7th
• Sept 26th through Oct 2nd
• November 14th through November 20th
During those months, Rikti raids will be frequent both in Paragon City and the Rogue Isles. Warnings will be issued via your system channel, giving you ample time to prepare for the attack should one approach your area. Also be sure to check the skies when an invasion is imminent in your area as it will turn a sickly brownish color as the Rikti mothership approaches. Battlerock X, a veteran of the first Rikti invasion of 2002 as well as the second, says that the Rikti will continue to fail in their efforts, and that the best way to defeat them is through teamwork.
"We faced them six years ago as teams and we survived. We faced them last year as teams and we survived. We will continue to survive and fight on as long as we do so as teams. They are not more powerful than us. They are not better than us. They are simply thugs that are in need of a serious comeuppance, and together we will deliver it to them."

Rikti War News: Rikti Incursions Decreasing!
Good news from the Rikti war front! The Rikti's new invasion attempts have been met with heavy resistance in both Paragon City and the Rogue Isles.
The following press release has been issued by the Vanguard.
Vanguard today is reporting that their efforts in holding off the attacking Rikti forces have met with resounding success. In city zones in both Paragon City and the Rogue Isles, Vanguard rapid response teams have been instrumental in not letting the invading Rikti get a foothold in our dimension.
“This is not to say that the threat is over,” said Incandescent, the press secretary for Vanguard. “Major activity should be slowing down soon, but the Rikti still have the capability of launching massive strikes at both Paragon City and the Rogue Isles.”
In fact, citizens of both cities are being told to still be on the lookout for warnings from Vanguard about zones being targeted for invasion.
“We are simply seeing a lull in the fighting.” Incandescent reported, “Vanguard is hesitant to say that the threat is over, as there is still a large Rikti presence in the Rikti War Zone. This may be a harbinger of a larger scale invasion, so heroes and other super-powered beings are being asked not to let their guard down.”
Vanguard is still taking recruits into their ranks. Heroes with Security Level of 35 or higher, as well as citizens of the Rogue Isles with a Threat Level of 35 or better are asked to visit the nearest Vanguard recruitment station, where they can find a teleporter that will take them to the Vanguard base in Rikti War Zone.
An electronic press kit can be obtained from the Vanguard website, and questions should be forwarded to Incandescent at her normal email address.
It is believed that the Rikti incursions are no longer a daily occurrence, but will still happen on a random basis.

T’Vrg: Assault on Atlas Park
The following is T’Vrg’s account of a recent Rikti incursion into
I had just upgraded my systems to security level six and was preparing to depart to regenerate when the alert was issued for
The bulk of our team along with several other operatives gathered around Ms. Liberty. Many of the participants began giving us additional powers. There was much discussion of other people wanting to be part of an invasion team, but unfortunately we were at our eight-person maximum.
A few minutes later, the first Rikti soldiers arrived. My powers are electrical-based, so I charged up my lightning field and targeted the first soldier in my area. It was quickly defeated, though obviously not from my own assault. Soon other soldiers appeared along with drones. It is hard to describe what was happening because there were many people in one area, each using their own powers to defeat arriving Rikti soldiers.
At some point I lost power and was defeated. I teleported to the hospital for a quick recovery and then hurried back to the battle, although my progress was slowed by the sheer volume of Rikti participants.
When I returned to the battle, other participants were using their healing powers to sustain the health levels of all participants. No doubt if this was employed during the first part of the battle I would not have been defeated. Again, I charged my lightning field and began attacking any Rikti operative in my visual range.
Soon the number of Rikti operatives began to diminish. The skies cleared and the all-clear alert was sounded that the Rikti had retreated from
My observation of the battle is that although the Rikti were defeated through large numbers, it was also difficult to see any kind of progress because of the large volumes of operatives and powers in use.
The one thing to keep an eye on while engaged in combat is your endurance levels. Although nearby healers can keep your health levels high, repeated use of your powers will deplete your endurance. If those levels are down to zero, any sustaining power you may have running, such as my lightning field, will shut down. You should disengage your sprint power while in combat to help conserve endurance. Also if you are near someone selling inspirations, be sure to buy several “catch a breath” inspirations to replenish your endurance in battle.
In a group setting, do not stray too far from a healer. I suspect that my defeat in battle was either because the nearby healers did not continue to maintain our health levels or because they moved away from the area of battle. This is why team activity is important in such a situation as a healer can spend their time using their power in a support capacity and still receive the benefits of battle.
In conclusion, I strongly suggest if you are participating in repelling an invasion that you do so in a team environment. Also be sure to go into it prepared. It is a very illogical and confusing experience for all participants.
